The invention provides a method and device for determining a traffic participant ID and a traffic management system. The method comprises the steps that a first REC unit obtains first perception information about a traffic participant, and the first REC unit is one of a plurality of REC units; the first REC unit determines that the traffic participant is not allocated with the ID by the plurality of REC units according to the first perception information; the first REC unit determines whether the first REC unit has a permission, wherein the permission is configured to be sequentially transmitted among the plurality of REC units; when the first REC unit has the authority, the first REC unit allocates a first ID to the traffic participant; when the first REC unit does not have the authority, the first REC unit does not distribute the ID to the traffic participant. Based on the scheme of the invention, the uniqueness of the ID of the traffic participant can be ensured, so that the reliability of the automatic driving decision can be ensured.
