The static power consumption is actively controlled, the charging and discharging switch does not need to be switched off after the vehicle flames out and is powered off and when the electric quantity of the low-voltage lithium battery is smaller than the threshold value, a user can actively achieve the purpose that the static power consumption of the low-voltage lithium battery is zero under the scene that the vehicle is not used, and energy waste is avoided.
