Determining vehicle distribution entropies of all vehicles on the road at each sampling moment through the stable traffic flow backlog set, dividing all vehicle distribution entropies into a plurality of standard entropy components, determining a state correction coefficient of current road vehicle operation through all the standard entropy components, and collecting vehicle passing time data, determining a traffic flow state decision domain at each sampling moment through the state correction coefficient and the vehicle passing time data, and dividing the traffic operation state of the target expressway according to all the traffic flow state decision domains to obtain a plurality of operation state monitoring domains; the traffic operation state of the target expressway is observed based on each operation state monitoring domain, and the operation state of the expressway can be judged according to the mutually coupled state indexes.
