An intentional fluid manipulation device assembly having a first thrust device that applies a first induced velocity to local free flow during nominal operating requirements. The first thrust device creates a flow tube. A second thrust device is located at a downstream portion of the flow tube. The second thrust device applies a second induced velocity to the local free flow. The second induced velocity at the location of the second thrust device has a component in a direction opposite the direction of the first induced velocity at the location of the second thrust device.
