The invention relates to the technical field of brakes, in particular to a locking structure and a brake. The locking structure comprises a driving piece and a locking gear. The driving piece drives the locking gear to rotate between a locking station and an unlocking station in a one-way mode, and the locking gear is a non-full-tooth gear; at the locking station, the locking gear is meshed with the braking gear; and at the unlocking station, the locking gear is separated from the braking gear. According to the locking structure, through switching of the locking gear of the non-full-tooth gear structure between the unlocking station and the locking station and the matching of the characteristic that the driving piece drives the locking gear in one direction, locking and unlocking actions of the braking gear can be achieved, meanwhile, locking is conducted in the mode that the locking gear and the braking gear are meshed through teeth of the gears, and therefore the braking gear can be locked and unlocked. The reliable braking and locking effect can be achieved, the slipping situation caused by cooperation of the ratchet wheel and the pawl is avoided, and the whole locking structure is safer and more reliable.
