The invention discloses a ship ballast water system meeting the requirement of safe harbor returning, the ship ballast water system is arranged to be of an annular structure, and the ship ballast water system is divided into a plurality of areas according to the stability result of a ship; the ballast header pipe of the annular structure penetrates through all the areas, and isolating valves are arranged on the two sides of the boundary bulkhead of each area. According to the invention, a single ballast system design is adopted, so that the ballast system can still operate at a low cost when any single fire or water immersion accident which does not exceed the accident limit occurs, and the requirement of a load adjusting working condition is met.
