The invention provides an intersection saturation disposal method, system and device based on traffic flow, and aims to solve the problem of intersection traffic saturation alarm. The method comprises the following steps: calculating the number of vehicles detained at all congested phases; judging whether an unsaturated phase exists or not; predicting release time required by each phase in the next period and verifying rationality; and outputting an adjustment scheme for the phase time or the detained vehicle. The traffic saturation alarm event at the intersection is responded, the queuing length balance of each phase is taken as a target, the signal scheme is adjusted, and the current situation of intersection congestion is relieved.
