The invention provides a battery thermal management control scheme determination method and device and electronic equipment, and the method comprises the steps: carrying out the simulation of the temperature adjustment conditions of a battery in different vehicle operation scenes, so as to determine the rotation speed percentage of a battery air blower corresponding to each vehicle operation scene, each vehicle running scene comprises different vehicle speed intervals and air conditioner gears; based on each vehicle operation scene and the corresponding rotating speed percentage, simulating the temperature regulation condition of the battery to determine a corresponding battery charging and discharging power value; for each vehicle operation scene, noise measurement is carried out in a real vehicle, so that the rotating speed percentage of a battery air blower is updated; based on the running scene of each vehicle and the corresponding updated rotating speed percentage, testing the temperature regulation condition of the battery of the real vehicle so as to update the charging and discharging power value of the battery; and determining a battery thermal management control scheme according to the rotating speed percentage and the battery charging and discharging power value corresponding to each vehicle operation scene.
