An apparatus for predicting traffic speed and a method thereof are provided. The device comprises an input device which receives a traffic speed sequence of a plurality of links; and a controller that detects a spatial-temporal relationship between the traffic speeds of the plurality of links, and predicts a future traffic speed of the target link based on the spatial-temporal relationship between the traffic speeds of the plurality of links.
