The end, away from the moment limiting spring, of the second axial positioning unit makes contact with the output shaft to achieve axial positioning. The supporting unit sleeves one end, far away from the shell, of the central shaft and is positioned on one side, far away from the moment limiting spring, of the first axial positioning unit; the mechanism is simple, compact in layout and small in occupied space; a non-return mechanism is integrated in moment limitation, and the integration degree is high.
