The external locking device comprises a fixing mechanism, a power transmission mechanism, a first transmission locking mechanism and a second transmission locking mechanism, the fixing mechanism is hinged to the power transmission mechanism; the power transmission mechanism is hinged to the first transmission locking mechanism and the second transmission locking mechanism; the power transmission mechanism is further connected with the power output end of a quick-acting point switch located outside and used for transmitting power provided by the quick-acting point switch to the first transmission locking mechanism and the second transmission locking mechanism. The first transmission locking mechanism and the second transmission locking mechanism are respectively connected with a first switch rail and a second switch rail of the turnout, and are respectively used for locking the positions of the first switch rail and the second switch rail under the driving of a quick-acting switch machine connected with the power transmission mechanism. The quick-acting switch rail locking device can reliably meet the quick-acting switching action requirement of the quick-acting switch machine, timely and reliably locks a switch rail on a turnout (namely position fixing and restraining), and is convenient to install.
