The invention relates to the technical field of traffic control, in particular to an intelligent command and dispatch method and system for urban tunnel traffic, and the method comprises the following steps: monitoring a construction area and traffic flow in real time, and monitoring the specific activity and state of the tunnel construction area in real time by using a sensor and a camera; dynamically scheduling the construction vehicles, dynamically arranging access time and routes of the construction vehicles according to real-time monitoring data, and ensuring that the construction vehicles can efficiently enter and leave a construction area under the condition of not interfering public traffic flow; traffic flow intelligent control: carrying out intelligent control on non-construction vehicles, including adjusting the speed, interval and route of the vehicles entering the tunnel; and a temporary construction change rapid adaptation mechanism is used for adjusting a traffic control strategy when a tunnel construction plan is suddenly changed. According to the invention, the rapid adaptation mechanism can respond to the change of the construction plan in real time, and ensures that the traffic control strategy is always synchronous with the current traffic condition and construction demand.
