Comprising a fixed base (1), a floating base (2), a transmission motor (3), a high-speed shaft coupler (4), a speed reducer (5), a low-speed shaft coupler (6), a winding drum (7), a floating mechanism (8), a transmission chain (9), a linear guide rail (10), a guide rail sliding block (11), a brake (12), a drag chain (13) and a steel wire rope (14). The floating mechanism is additionally arranged, the winding drum floats in the axial direction while winding the steel wire rope, it is guaranteed that the position of a cut-in point of the steel wire rope is unchanged all the time when the steel wire rope is wound on the spiral groove of the winding drum, and therefore constant-angle winding of the steel wire rope on the winding drum is achieved. The angle when the steel wire rope is wound in or out of the spiral groove of the winding drum is kept unchanged all the time, a steel wire rope arranging mechanism is not needed, and therefore the steel wire rope is prevented from being forcibly and repeatedly bent by a guide wheel of the rope arranging mechanism in the working process, the abrasion fatigue and bending fatigue risks of the steel wire rope are reduced, and potential safety hazards are reduced.
