The steel comprises the following components in percentage by weight: 0.10%-0.12% of C, 0.25%-0.35% of Si, 0.90%-1.00% of Mn, less than or equal to 0.010% of P, less than or equal to 0.003% of S, 0.03%-0.04% of Nb, 0.008%-0.02% of Ti, 0.015%-0.05% of Al, 0.30%-0.40% of Cr and the balance of Fe and inevitable impurity elements. The high-strength steel plate is applied to hull manufacturing, has good obdurability, yield strength and tensile strength, impact energy at-40 DEG C is larger than or equal to 200 J, the ductility of the steel plate is larger than or equal to 40%, and the high-strength steel plate has excellent ductility and collision resistance and can well meet the anti-collision requirements of military and civil ships.
