The invention relates to an anti-falling safety device and a construction hoist. The anti-falling safety device comprises a housing, a main shaft which can be rotatably supported in the housing, and a screw rod transmission device. The main shaft is provided with a first end part and a second end part, a centrifugal seat is fixedly connected to the second end part, and a centrifugal block is pre-tightened towards the centrifugal seat through a spring element. The lead screw transmission device comprises a screw rod, and the inner end portion, close to the main shaft, of the screw rod axially faces the second end portion of the main shaft. A brake drum is rotatably arranged on the screw rod, a brake drum blocking rib is arranged on the inner cavity wall of the brake drum, and a screw rod end blocking rib is fixed on the inner end part, close to the main shaft, of the screw rod in the inner cavity of the brake drum. When the rotating speed of the main shaft is increased to exceed a preset rotating speed threshold value, the centrifugal block can overcome the pre-tightening force of the spring element under the action of centrifugal force to be thrown out and make contact with the brake drum blocking rib and the screw end blocking rib.
