A computing framework for addressing various vehicle conditions includes receiving, by an edge computing node, first transport network data associated with a transport network area from a first set of sensors, receiving, by a cloud computing node, second transport network data associated with a plurality of transport network areas from a second set of sensors, providing, by the edge computing node, real-time transport network area information based at least on the first transport network data to one or more autonomous vehicles at the transport network area to facilitate control decisions for the one or more autonomous vehicles, and providing, by the cloud computing node to at least the one or more autonomous vehicles, non-real-time transport network area information based at least on the second transport network data to facilitate control decisions for the at least one or more autonomous vehicles.
