The invention relates to an air backup braking system and a locomotive. The air backup braking system comprises a backup pressure regulating valve, a primary air cylinder, a backup braking valve, a backup balancing air cylinder and a backup relay valve. Main air is communicated with a train pipe through a backup pressure regulating valve, a backup brake valve, a backup balance air cylinder and a backup relay valve. The relay valve main air is communicated with the train pipe through the backup relay valve, and the backup relay valve outputs the train pipe pressure according to the pressure change of the backup balancing air cylinder; wherein the back-up brake valve is provided with a release position, an initial brake position, a neutral position and a brake position; at the release position, the primary air reservoir is communicated with a channel of the atmosphere, and the total air is communicated with a channel of the primary air reservoir; in the primary manufacturing position, the primary manufacturing air cylinder is communicated with a channel of the backup balancing air cylinder; in a neutral position, all gas paths are cut off; and in the braking position, the backup balancing air cylinder is communicated with the atmosphere through a channel. The technical problem that pressure reduction cannot be accurately controlled during initial braking is solved.
