The invention relates to an aircraft emergency takeover method under an airspace disability emergency situation, which comprises the following steps: when an airspace disability suddenly occurs, numbering all sectors adjacent to a disability sector, and numbering aircrafts running in each sector; extracting basic operation parameter data of flying aircrafts in the disabled sectors and adjacent sectors, and calculating workload data of controllers in the sectors when the airspace is disabled; comprehensively considering the workload of the controller and the evacuation time of the aircrafts, constructing a cost function for taking over the aircrafts in the disability sector by adjacent sectors, and calculating the cost value of taking over different aircrafts in the disability sector by each adjacent sector; taking the minimum takeover cost of the aircraft as a target function, taking the upper limit of the load increment of the controller as a constraint condition, and dynamically deploying the aircraft in the disable sector to be takeover by different adjacent sectors; and outputting the serial number of each adjacent sector and the serial number of the takeover aircraft, thereby realizing flexible takeover of the aircrafts in the disabled airspace.

    本发明涉及一种空域失能突发情况下的航空器应急接管方法,当突发空域失能时,对与失能扇区相邻的所有扇区进行编号,并将各扇区内运行的航空器进行编号;提取失能扇区及相邻各扇区内飞行航空器的基本运行参数数据,计算各扇区管制员在空域失能发生时的工作负荷数据;综合考虑管制员的工作负荷与航空器的疏散时间,构建由相邻扇区接管失能扇区内航空器的代价函数,计算由各相邻扇区接管失能扇区中不同航空器的代价值;以航空器的接管代价最小为目标函数、管制员负荷增量上限为约束条件,动态调配失能扇区内的航空器由不同的相邻扇区接管;输出各相邻扇区编号及其所接管的航空器编号,实现了对失能空域内航空器的灵活接管。
