The deep sea torpedo anchor comprises an anchor body shell and an inner cavity which can be separated from each other, and a plurality of holes for self-compacting concrete to flow out are formed in the inner cavity; one end of the inner cavity is connected with the anchor tip, and the other end is connected with the cover plate; the anchor body shell is connected with the anchor tip through a valve with a timing function; a power generation anchor chain connected with the anchor tip is arranged in the inner cavity; empennages are evenly arranged on the outer surface of the anchor body shell at intervals, and through holes are formed in the empennages. A power generation device is arranged on the power generation anchor chain. The invention further discloses a construction method of the deep sea torpedo anchor capable of achieving integrated power generation. The self-compacting concrete is injected into the inner cavity of the torpedo anchor, the filling depth of the torpedo anchor is increased under the gravity action of the self-compacting concrete, meanwhile, after the concrete is compacted, the anchor body shell, the inner cavity and the self-compacting concrete form a whole through the mobility of the self-compacting concrete, and therefore the frictional resistance between the torpedo anchor and a seabed soil body is increased, and the service life of the torpedo anchor is prolonged. And the uplift bearing capacity of the torpedo anchor is greatly improved.
