The invention relates to an electric commercial vehicle frame and a vehicle, and relates to the technical field of vehicles. On one hand, the frame comprises two longitudinal beams which are parallel to each other and arranged at an interval and a battery frame hoisted below the longitudinal beams, each longitudinal beam comprises a longitudinal beam front section, a longitudinal beam middle section and a longitudinal beam rear section which are connected in sequence, and the height of the bottom interval horizontal plane of the longitudinal beam middle section is larger than that of the longitudinal beam front section and the longitudinal beam rear section; and the multiple groups of frame cross beams at the top of the battery frame are arranged at intervals in the length direction of the longitudinal beam middle sections, are attached to the bottoms of the longitudinal beam middle sections and are used for forming transverse connection between the two longitudinal beam middle sections. In another aspect, the vehicle includes a frame. The longitudinal beam is arranged to be of the variable cross-section structure, the cross-section height of the longitudinal beam middle section connected with the battery frame is reduced, and the battery frame is hoisted below the longitudinal beam middle section, so that when the battery frame is connected to the longitudinal beam middle section, the ground clearance of the battery frame can be increased, and the problem that a battery pack occupies the bottom space of a frame in the related technology is solved; and chassis lifting or battery pack capacity reduction is not needed.
