Wherein the cloud control platform is used for receiving state information and position information sent by the vehicle end platform, determining elevation information of a road in front of a vehicle controlled by the vehicle end platform, and generating an economic speed planning strategy of the vehicle based on the state information, the position information and the elevation information; and the vehicle end platform is used for collecting and sending the state information and the position information to the cloud control platform, receiving the economic speed planning strategy sent by the cloud control platform, and constructing a vehicle speed fusion planning model based on the current cruise state of the vehicle and the economic speed planning strategy so as to adjust the target vehicle speed of the vehicle. Therefore, the technical problems that in the related technology, calculation resource consumption of the vehicle and optimality and stability of strategy output are difficult to consider, economical efficiency is only considered from surface data, and safe and economical vehicle speed planning is difficult to carry out are solved.
