A digital twin calculation unit (291) collects the ship speed, the ship position, and the bow orientation of the ship in real time, and reproduces the real hull motion of the ship, which is realized at the current steering angle, on a navigation electronic chart. A simulation calculation unit (292) displays, on a navigation electronic chart, an assumed hull motion of a ship obtained by calculation, the assumed hull motion being assumed to act on the hull as a driving force at a current steering angle, and an external force resultant force calculation unit (293) calculates the resultant force of the ship on the basis of a ship speed difference, a ship position difference, and a prow orientation difference between the actual hull motion and the assumed hull motion. The direction and magnitude of the resultant force of the external forces acting on the hull are calculated, a steering angle calculation unit (294) is instructed to calculate a corrected steering angle for overcoming the resultant force of the external forces, and the current steering angle is corrected with the corrected steering angle to calculate an appropriate steering angle.
