The output power of the charging mechanism can be controlled according to the electric quantity information of the power battery, meanwhile, the heat dissipation mechanism is controlled to work according to the output power of the charging mechanism, heat dissipation is conducted reasonably, and the heat dissipation efficiency is improved.
