One end of the discharging pipeline is connected with the discharging cabin and the discharging clean cabin, the other end of the discharging pipeline is connected with the automatic three-way valve, one end of a main pipeline of the automatic three-way valve is connected with a branch pipe of the manual three-way valve on the broadside, and the other end of the main pipeline is connected with the discharging cabin and the discharging clean cabin through a fourth pipeline. According to the invention, the problem of treatment of cleaning water in a special discharge control area is solved. When the ship runs in a special discharge control area, the operation of the water treatment device is still kept, purified water meeting the oil content monitoring requirement after treatment is conveyed and stored to a discharge clean cabin, and is discharged to the outboard together with the ship when the ship runs to a discharge area, and in the process, cleaning water newly generated by the system is conveyed to the discharge cabin as soon as possible.
