The method comprises the following steps: receiving a distress signal of a person in distress; the shore-based high-frequency ground wave radar is used for collecting wind wave flow field information of a large sea; predicting an initial distress position of the person in distress according to the distress signal and the wind wave flow field information, and predicting a search and rescue equipment position of search and rescue equipment; the search and rescue equipment comprises unmanned ships and a manned lifeboat, and the unmanned ships comprise a first unmanned ship and a second unmanned ship; determining an initial search and rescue range by adopting a concentric circle search and rescue area determination method according to the initial distress position of the person in distress and the position of search and rescue equipment; a target search and rescue area and a target search and rescue route are determined according to the initial search and rescue range and the initial distress position, and the first unmanned ship is controlled to send rescue signals to the second unmanned ship and the manned lifeboat; determining a target distress position of the person in distress according to the target search and rescue area and the target search and rescue route; and according to the target distress position of the person in distress, the second unmanned ship and the manned lifeboat are controlled to rescue the person in distress.
