The invention provides a driving charging integrated circuit and an electric vehicle. The driving and charging integrated circuit comprises a DC-DC conversion circuit and a power supply access circuit. The DC-DC conversion circuit is connected between the power battery and the driving bus and is used for converting voltage provided by the power battery and providing the converted voltage to the driving bus when the driving charging integrated circuit works in the first working mode so as to drive a driving part connected to the driving bus to work through the driving bus, and the DC-DC conversion circuit comprises a first coil. The power supply access circuit comprises a connecting end and a second coil, the connecting end is used for connecting an external power supply to access electric energy provided by the external power supply, and when the driving charging integrated circuit works in a second working mode, the second coil is coupled with the first coil; the power supply access circuit is used for receiving electric energy provided by an external power supply and generating direct current flowing through the second coil; and the DC-DC conversion circuit is also used for charging the power battery according to the electric energy coupled from the second coil by the first coil.
