The outer wall of the reforming reaction tube (2) is used for absorbing heat, and a catalyst is placed in the reforming reaction tube (2) and used for catalyzing the reforming reaction of hydrocarbon fuel. According to the invention, heat of waste heat recovery is effectively transmitted to the catalytic reforming reaction tube, reaction heat required by catalytic reforming hydrogen production is provided, hydrogen fuel required by power generation is provided for the SOFC fuel cell, the cooling problem of high-temperature parts is effectively solved, the problem that external additional energy is required by high-temperature catalytic reforming is solved, and the service life of the SOFC fuel cell is prolonged. The prominent hydrogen fuel transportation, filling and storage difficulties in traditional fuel cell aviation application are overcome, and stable energy supply in a full-speed domain range is realized.
