Two steering engines are arranged on the third rotor wing, a third rotor wing body is installed on the first steering engine through a support, and an extending shaft of the second steering engine is directly and fixedly connected with the first steering engine. The first steering engine provides movement of the third rotor wing in the pitching direction, and the second steering engine provides movement of the third rotor wing in the transverse rolling direction. According to the invention, the machine body can be kept tilting in a hovering state, the structure is compact, the weight is light, and the space is small.
