A passive electrostatic discharge mitigation device (20) may be used to achieve methods and systems that mitigate or reduce the risk of electrostatic discharge due to an electrostatic charge difference between a first space vehicle (10) and a second space vehicle (11) when the first space vehicle (10) approaches the second space vehicle (11). In some embodiments, mitigation of electrostatic potential between a first space vehicle and a second space vehicle may be actively accomplished by an electric propulsion system (31) disposed on the first space vehicle. In some embodiments, mitigation may be provided by actively and passively mitigating electrostatic potential between a first space vehicle and a second space vehicle.
