The supporting device comprises a floating body, a fixed balance weight body, a stand column, an inhaul cable and a movable balance weight body. The fixed balance weight body is sunk in the seabed, the stand column is fixedly connected to the floating body, the stand column and the fixed balance weight body are provided with a first steering component and a second steering component respectively, and the movable balance weight body is connected to the inhaul cable; the end, away from the movable balance weight body, of the inhaul cable sequentially winds around the first steering component and the second steering component and then is connected to the side face of the floating body. When the photovoltaic unit moves on the sea surface along with changes of tides and stormy waves, the inhaul cable is always kept in a tightened state under the gravity action of the movable counterweight body, the possibility that the floating body moves and turns over on the sea surface is reduced, and then the whole photovoltaic system is stabilized on the sea surface to adapt to severe environments such as stormy waves on the sea.
