The invention discloses a hydraulic winch system for retracting and releasing an underwater towing buoy. The system comprises a hydraulic winch motor loop for retracting and releasing the underwater towing buoy; comprising a brake circuit for braking the hydraulic winch motor. The hydraulic winch system can realize five operation modes including a winch free wheel mode, a winch single-motor cable releasing speed control mode, a winch double-motor cable collecting speed control mode, a winch constant tension control mode and a winch braking mode so as to adapt to different collecting and releasing working conditions. According to the hydraulic winch system, the double hydraulic winch motors are adopted, the cable winding and unwinding speed of the hydraulic winch motors is adjusted through the proportional speed regulating valves, the working conditions of single-motor high-speed cable unwinding and double-motor large-tension cable winding of the hydraulic winches can be adapted, and the overall energy consumption of the system is reduced; constant-tension cable winding of the hydraulic winch system can be achieved through the pilot-operated type proportional overflow valve, and more accurate constant-tension control is achieved in combination with a pressure sensor and a closed-loop control algorithm. The system has complete emergency functions including emergency recovery, power-off protection and the like.
