The invention discloses a heating device, a battery pack and a vehicle, the heating device comprises a heating core body, the heating core body comprises a first heating body and a second heating body which are electrically connected, when the heating core body is powered on, the heating core body can emit heat to heat a battery module, and when the heating core body is powered on, the first heating body is electrically connected with the second heating body; the temperature coefficient of the first heating body is smaller than that of the second heating body; when the temperature of the battery module is smaller than the preset temperature, the newly-increased heat emitted by the heating core body in unit time is larger than the heat dissipating capacity of the battery module, and the difference value between the newly-increased heat and the heat dissipating capacity is larger than the preset difference value; when the temperature of the battery module is higher than the preset temperature, the difference value between the newly increased heat emitted by the heating core body in unit time and the heat dissipating capacity of the battery module is lower than the preset difference value. The heating device has the advantages of being beneficial to temperature control and cost reduction at the same time.
