The invention provides a flap and slat operating handle and an aircraft. The flap and slat operating handle comprises a handle body, a pin shaft, a limiting piece and a driving piece. The pin shaft is connected with the handle, and one end of the pin shaft is movably connected into the limiting piece; when the pin shaft is arranged in the limiting piece, the handle is limited to operate; when the pin shaft is separated from the limiting piece, the handle can run along a preset path under the action of external force; the driving piece is in transmission connection with the handle and is configured to drive the handle to drive the pin shaft to move in the direction away from the limiting piece, so that the pin shaft is separated from limitation of the limiting piece. According to the flaps and slats operating handle, automatic operation of the handle is achieved through the driving piece, manual operation of a pilot on the handle is reduced, labor is effectively saved, and then the working difficulty of the pilot is lowered. The aircraft provided by the invention also has the technical effects as the aircraft comprises the flaps and slats operating handle.
