The invention relates to a step-down charging system and a vehicle, and relates to the technical field of batteries, the system comprises a battery pack, a multi-phase inverter and a multi-phase motor; the multi-phase inverter is connected in series with the multi-phase motor and then connected in parallel with the battery pack, and the multi-phase inverter is used for being connected with a charging pile; the multi-phase inverter and the multi-phase motor are used for reducing the first voltage output by the charging pile to second voltage to charge the battery pack, the second voltage is specified charging voltage of the battery pack, and the charging pile can provide low charging voltage for the vehicle.
