Aspects of the present disclosure are used to control an autonomous vehicle. For example, one or more processors of one or more first systems of an autonomous vehicle may receive a signal indicative of a predicted traffic jam for a lane in which the autonomous vehicle is currently traveling. In response to the received signal, a cost of a side of the road map between the autonomous vehicle and the location of the predicted traffic jam may be adjusted in order to encourage the autonomous vehicle to change a lane in response to the predicted traffic jam. A route to the destination may be generated based on at least one of the adjusted costs. The route may be provided to one or more second systems of the autonomous vehicle to control the autonomous vehicle according to the route.
