The invention relates to the technical field of electric vehicle load resource scheduling, in particular to an electric vehicle-based load resource scheduling system and method, which can reduce the load of an urban power grid in a mode of discharging a plurality of electric vehicles and charging one electric vehicle during the peak period of power utilization, and improve the power utilization efficiency of the urban power grid. The load of an urban power grid is further reduced in a mode of intensively discharging and charging the stored electric vehicle batteries, and the emergency processing module is matched with the storage module to safely store the electric vehicle batteries, so that the convenience of reasonable use of the electric vehicle batteries is improved; comprising a charging module, a calculation module, a prediction module, a storage module, an emergency processing module and a management module.
