The invention discloses an underwater propeller thrust testing device and method. The underwater propeller thrust testing device comprises an adjustable frame, a push-pull dynamometer, a propeller pose adjustable mounting table and a lever, the push-pull dynamometer and the thruster pose adjustable mounting table are arranged on the upper side and the lower side of the adjustable frame respectively; the push-pull dynamometer comprises a control box, a gradienter and a dynamometer; the control box is mounted on the adjustable frame, the gradienter is mounted on the control box, the dynamometer is arranged in the control box, the tension bar end of the dynamometer is connected with one end of the lever, the lever is rotatably arranged on the adjustable frame, and the propeller pose adjustable mounting table is connected with the other end of the lever. The distance from the push-pull end of the dynamometer to the lever rotating shaft is equal to the distance from the propeller axis to the lever rotating shaft. The device is simple and convenient in design and higher in precision, can be quickly disassembled and assembled, can be adjusted according to different pool scales, does not need to modify the pools during installation, and has higher universality and adaptability.
