The power transformation device, the supporting device and the floating device are assembled to form an offshore transformer substation system, a closed space is formed in the floating device, the floating device is set to be in a floating state when the closed space of the floating device is filled with gas, and the offshore transformer substation system is integrally hauled to a target sea area; and the offshore transformer substation system sinks to the target seabed depth by extracting the gas in the closed space. According to the system and the construction method, overall transportation and sinking of the offshore transformer substation system are achieved by adjusting the buoyancy action borne by the floating device, extra floating transportation equipment is not needed in the process, hoisting equipment does not need to be added, the construction cost is reduced, and the installation efficiency is improved.
