The invention provides a small intelligent track laying machine based on rigid hoisting and a track laying method. The track laying machine comprises a suspended ceiling structure, hydraulic supporting legs, track panel hoisting tools, hydraulic inclined struts and steering wheels, and the track laying machine achieves intelligent control over span changing of the track laying machine and track panel laying through data transmission between a control center and all sensors. The track layer autonomously completes the span changing action through wheel steering and stretching and retracting of the hydraulic inclined struts, and arc line and plane free switching walking can be achieved without an additional span changing structure. The track panel lifting appliance comprises a hydraulic rod piece fixed to the suspended ceiling structure, a lifting hook is arranged below a lifting cross beam connected with the hydraulic rod piece, the lifting hook transversely moves in a sliding rail groove to fix or loosen a track panel, the hydraulic rod piece is matched with hydraulic supporting legs to stretch out and draw back, lifting operation is automatically completed, whole-process intelligent control is achieved, convenience and rapidness are achieved, and labor and time cost is saved. The device is small in size, free of space limitation, reasonable in stress, low in overall gravity center and good in safety and stability, and the supporting legs are adopted for oblique supporting.
