The device is compact and reasonable in structure and convenient to operate, through simple structural combination, the temperature control pipelines with negative temperature correlation are arranged at the bow part and the midship part, so that the effect of delaying boundary layer transition in liquid and air and the effect of reducing resistance are achieved, and the service life of the device is prolonged. And meanwhile, the mounting structures of the two temperature control pipelines and the correlation between the two temperature control pipelines are adjusted, so that better temperature control is realized, and the practicability is very high.
