A driving permissibility determination device (10) that determines whether or not a machine (1) can be driven on the basis of whether or not the reaction speed of a driver exceeds a predetermined threshold (T2), the driving permissibility determination device (10) being provided with: a determination unit (12) that measures the reaction speed of the driver by means of a predetermined reaction speed check, and determines whether or not the machine (1) can be driven on the basis of the measured reaction speed; determining whether or not the machine (1) can be driven; and a storage unit (19) that stores the threshold value (T2), the threshold value (T2) being updated on the basis of the result of the reaction speed check.
