Disclosed herein are system, method, and computer program product embodiments for state identification of road behavior bodies with uncertain measurements based on compliance priori. A perception system of an autonomous vehicle (AV) may detect an object having an uncertain motion state based on sensor information received from a sensing device associated with the AV. A first velocity value distribution, a second velocity value distribution, and a third velocity value distribution may be generated based on sensor information, map information, and a motion state of each of a plurality of additional objects proximate to a detected object having an uncertain motion state, respectively. A velocity value of the detected object having an uncertain state of motion may be generated based on a comparison of the first velocity value distribution, the second velocity value distribution, and the third velocity value distribution. The AV may perform a driving maneuver based on the detected speed value of the object.
