The invention relates to an ETC passing system and method based on the Internet of Vehicles and a readable storage medium, and relates to the technical field of ETC passing, the system comprises a vehicle-mounted unit, the vehicle-mounted unit comprises a transponder and a positioner, the transponder is used for providing identity information of a vehicle, and the positioner is used for providing position information of the vehicle in real time; the roadside unit comprises a collector and a receiver, the collector is used for collecting identity information and license plate information of the vehicle, and the receiver is used for obtaining position information of the vehicle; the service unit is located at the cloud end and used for obtaining the position information uploaded by the locator and pushing the position information to the roadside unit; wherein when the collector does not collect the identity information, the roadside unit controls whether a gate is lifted or not on the basis of a comparison result between the collected license plate information and the position information obtained by the receiver. The method has the effects of improving the vehicle passing efficiency of the gate of the highway toll station and improving the driving safety.
