The method comprises the steps that the arrival time of each current target vehicle and the charging duration of each battery are determined; the target vehicle is a vehicle needing battery replacement; based on the current time and the charging duration of each battery, determining the total charging amount of all batteries in each time period; establishing a two-stage robust optimization model based on a preset constraint condition by taking the minimum charging cost and the vehicle battery replacement average waiting duration as objective functions; carrying out iterative solution on the two-stage robust optimization model by adopting a column-row generation algorithm, and determining a first-stage battery replacement result and a second-stage battery replacement result; the first-stage battery replacement result comprises a target battery matched with the target vehicle; the second-stage battery replacement result comprises a charging plan of the target battery. In this way, the minimum power consumption cost and the minimum waiting time are comprehensively considered, the accuracy of a power conversion scheduling decision is improved, and the operation efficiency is improved.
