The convex surface of the arc plate faces outwards and is smooth in wall surface, and the concave surface faces inwards and is rough in surface; the bottom of the arc plate is rotationally connected with the suction anchor body, one end of a connecting rod is hinged to the inner concave face, the other end of the connecting rod is hinged to the suction anchor body, and therefore the arc plate can be folded or unfolded relative to the suction anchor body. Meanwhile, the invention further provides a construction method and a recovery method of the suction anchor structure. According to the technical scheme, the whole anchoring device has the advantages of being simple in structure, reasonable in stress, low in penetration resistance, high in bearing performance, easy to construct and the like, reliable anchoring of an ocean engineering structure can be achieved, and the anchoring device is suitable for application scenes of large-scale planning and development of deep and far sea resources. And the floating foundation can be quickly mounted and recycled, so that the construction cost of the floating foundation is effectively saved.
