The apparatus and method of the present invention implement a system for controlling road traffic of traffic lights equipped with a directable image capture module, an embedded system equipped with a hardware accelerator, a command system, a hardware watchdog and a secure wireless transmission module. According to the system, a dynamic and self-adaptive control plan can be adopted according to actual traffic conditions, intersections with traffic lights can be controlled in a completely autonomous and intelligent mode, and centralized management or installation, especially intersection controllers, is not needed. In fact, the orientable image capture module allows for the capture of road traffic images in an original format (i.e., uncompressed). The image stream is routed over a high speed link to an embedded system. The embedded system is a processing unit equipped with a hardware accelerator. The embedded system ensures processing of the video stream through an artificial intelligence mechanism in order to extract decision information about the control plan therefrom. A wireless transmission system allows for sharing these information with other smart light modules in a secure manner. Due to the distributed algorithm, the intelligent traffic module can calculate the optimal control plan according to the traffic reality. Due to the command system, various lamp modules can be mastered according to the calculated control plan. A hardware watchdog can ensure normal operation of the system, and control after initialization (if necessary). In this manner, fully distributed and autonomous collaboration is carried out between the various devices of the invention. The cooperation can be limited to the scale of the intersection, and can also be used for globally integrating data from other intersections within the global range of the road network.
