A railway vehicle operation control device according to an embodiment is provided with: a sensor that detects an obstacle in the direction of travel of a traveling railway vehicle; a maximum detection distance calculation unit that calculates a maximum detection distance at which an obstacle can be detected by the sensor; a stop distance calculation unit that calculates a stop distance when emergency braking of the railway vehicle is performed; a temporary speed limit calculation unit that calculates a temporary speed limit, which is a vehicle speed at which the railway vehicle can be stopped at a smaller distance between the maximum detection distance and the stop distance by emergency braking; a timing limit speed calculation unit that calculates a timing limit speed corresponding to the position of the railway vehicle during normal travel; a travel pattern setting unit that calculates and sets a travel pattern indicating the relationship between the position of the railway vehicle and the target speed on the basis of the temporary speed limit and the timing speed limit; and a target speed generation unit that generates a target speed on the basis of the travel pattern and transmits the target speed to a control device of the railway vehicle.
