The invention discloses a charging plan generation method, electronic equipment and a storage medium. The method comprises the following steps: acquiring historical charging data; determining charging characteristics according to the historical charging data; determining charging prediction data according to the charging characteristics and a preset charging prediction model; and generating a charging plan according to the historical charging data and the charging prediction data. Through mining and analysis of historical charging data, charging characteristics representing charging actions of a user are obtained, and a charging demand of the user is predicted according to the charging characteristics. In the process, personal privacy information of the user is not involved, and the blocking problem that the charging requirement of the user is difficult to obtain can be solved. Furthermore, group division is performed on the users through preference prediction of the users, and diversified charging plans with pertinence are generated for different user groups, so that the problem that an existing charging strategy is difficult to meet charging requirements of different users is solved.
