The tensioning tendon is connected between the outer floating body and the inner floating body; the film comprises a top film and a bottom film, the top film is laid on the top surface of the floating body structure, and the bottom film is laid on the bottom surface of the floating body structure; under the action of wavelets, the supporting system can dissipate the acting force of waves through self flexible deformation; under the large-wave sea condition, the effect of waves on the structure can be reduced in an overall movement mode; when local overtopping of waves occurs, seawater can be quickly discharged by utilizing the height difference of the top surfaces of the floating bodies; the photovoltaic panel is always located above the water surface, and power generation of the photovoltaic panel structure is more stable.
