The invention is suitable for the technical field of parking management, and provides an entrance and exit anti-blocking vehicle management system based on a camera and a laser radar, which comprises a barrier gate, at least one vehicle identification camera and a laser radar, and the camera and the laser radar are arranged at a certain distance from the barrier gate. Specifically, license plates of vehicles running on a barrier gate are captured and recognized in advance through a camera, whether the license plates are legal or not is judged, a license plate queue is established, meanwhile, vehicle behaviors are tracked and positioned based on a three-dimensional laser radar, the legality of the license plates is marked in the license plate queue, and finally access authority control is conducted at the barrier gate of the vehicles. Triggering continuous legal vehicles to pass through the barrier gate at one time; therefore, through intelligent fusion of the three-dimensional laser radar and the camera, intelligent judgment on queuing of a plurality of vehicles during peak hours is achieved, a plurality of legal vehicles are triggered to pass through the barrier gate at a time, blocking of an entrance and an exit during the peak hours is avoided, meanwhile, the frequency of lifting and falling of a rod is reduced, and the service life of equipment is prolonged.

    本发明适用于停车管理技术领域,提供一种基于摄像机与激光雷达的出入口防堵塞车辆管理系统,道闸、至少一台车辆识别摄像机和激光雷达,所述摄像机和激光雷达距离道闸一定距离设置。具体通过摄像机预先向道闸行驶的车辆的车牌进行抓拍识别并判断是否合法,建立车牌队列,同时基于三维激光雷达实现对车辆行为进行跟踪定位,在车牌队列中对各车牌的合法性进行标记,最终在车辆道闸进出权限控制,触发连续合法的车辆一次性通过道闸;因此本发明通过三维激光雷达和摄像机的智能融合,实现了对高峰时候多辆车排队进行智能化判断,触发多辆合法车辆一次性通过道闸,避免高峰出入口的堵塞,同时也减少了抬杆落杆的频率,增加了设备的使用寿命。
